
XXI. OTHER SOCIAL
Catastrophic Occurrences, Losses and Relief
The Relief and Resettlement Department grants relief in cash
and in kind in selected cases of catastrophic occurrences
of fire, floods and cyclone. However, the grants are made,
based on the recommendation of the local authorities and on
severity of the cases. The statistics presented in table 21.01
are obtained from the Relief and Resettlement Department.
Causes of Fire and Losses
Data in table 21.02 and 21.03 are obtained from the Fire Services
Department which collects and compiles statistics on occurrences
of fire, causes of fire and estimated loss of property suffered
by the victims. The largest number of fires are caused by
accidents and negligence on the part of the householders.
The Fire Services Department reports every month on its activities
to the Ministry of Social Welfare Relief and Resettlement
for information and extension of relief to the victims.
Insurance Business
Table 21.04 present statistics on number of insurance policy,
amount of insured value and premium, paid claims of main of
insurances written by the state-owned Myanma Insurance.
The Government started life insurance business on 1st January
1957, and all other insurance business, such as fire, marine,
accidents, etc., on 1st October 1961. With a view to safeguarding
the interest of general public, the Government introduced
third party insurance scheme on 6th July, 1976.
Social Welfare Establishment
Table 21.05 shows various types of training schools and centres
run by Government and NGOs. The schools and centres run by
the Department of Social Welfare provide various types of
welfare services to those who are received in respective institutions.
The Government establishes Women's Development Centres and
Vocational Training Centres for Women to provide institutional
care, health care, counseling, vocational training through
income generation activities and teaching of 3Rs.
In the training schools for boys and girls, orphans and
abandoned ones are accepted. Some boys and girls aged over
5 years are handed from Residential Nurseries and some are
admitted under the Child Law (1993). Children are given care,
social support, formal education and vocational training.
The Government also takes responsibility to rehabilitate the
disabled persons. In the Vocational Training School for Adult
Disabled, vocational trainings such as silk screen-printing,
photography, TV repairing, carpentry and hair dressing are
provided. The School for Disabled Children accepted children
of various types of disabilities such as amputees, children
with Downs Syndrome, Paraplagic and children who are mentally
retarded as well.
Social Welfare services are implemented not only by Government
but also by NGOs establishing schools and homes. Government
provides grants-in-aids to those NGOs with rice, funds for
food, clothes and salary of the administrators of the schools
/ homes every year according to the rules and regulations.
Voluntary pre-primary schools are also provided with cash
and technical assistance.
Development of Border Area and National Races.
In 1989 The State Law and Order Restoration Council formed
the Central Committee for the Development of Border Area of
National Races to carry out development programme in the border
areas. With a view to more effectively implementing border
areas and national races development programme, the State
Law and Order Restoration Council formed the Ministry for
Progress of Border Areas, National Races and Development Affairs
on 24th September 1992.
Table 21.06 shows the statistics on development work implemented
in 18 regions. The regions are (1) Kachin Special region 1
(2) Kachin Special region 2 (3) Kokang region (4) Wa region
(5) Shan (Sein Kyawt) (6) Kachin (North East) (7) Palaung
region (8) Kyaing Tong East region (9) Mawpha region (10)
Pa-O region (11) Kayah (Maisai region) (12) Rakhine region
(13) Chin region (14) Sagaing region (Naga) (15) Sagaing region
(Kabaw Valley) (16) Kayin region (17) Tanintharyi region and
(18) Mon region.
Sports
Data on sports grounds are obtained from Sports and Physical
Education Department and shown in table 21.07 by State and
Division.
Myanma athletic statistics on the South East Asia Games, SEA
Games (formerly named South East Asia Peninsular Games) and
SEAP Games which are held bi-annually are shown in table 21.08.
The table shows host country, number of athletes by gender,
sport events and medals awarded in the series of games from
the SEAP Games in 1985 to 2005.
Seizure of Narcotic Drugs
The Government enacted the Narcotic Drugs and Psychotropic
Substances Law on 27th January 1993 and formed the Central
Committee for Drug Abuse Control (CCDAC) to implement the
Law.
The Law calls for control of precursor chemicals and psychotropic
substances and money laundering, associated with illicit trafficking
of narcotic drugs and psychotropic substances.
Table 21.09 shows statistics on seizure of drugs for the period
of 1995 and 1999 to 2005.
